The sacrament of baptism is understood to be an ititiation of an individual into the the faith community. As such it is a ritual of welcome. The sacramental celebration also speaks of the nature of the Christian life which is one of finding life by journeying through death. Thus the individual baptized was initially baptized by immersion, entering down into the waters of death and then rising from those same waters into new life. The pouring of water has come to be a somewhat reduced symbol of that death-life journey all believers experience.
The common practice for infant baptism has come to be an event ordinarily celebrated sometime during the first year of that infant's life. It should reflect the fact that the infant is being welcomed into the Catholic faith community through the faith of parents who are active and prayerful members themselves in the community of faith.
Adults and children beyond the age of reason are ordinarily welcomed into the faith community once a year at Easter when they are baptized, confirmed and receive the eucharist for the first time. There is a year long process to prepare them to celebrate these sacraments prayerfully and with rich meaning.
